Home renovations and additions in Chantilly, Virginia
One mailing address covers two counties here. The Chantilly census area sits in western Fairfax County, while South Riding, a planned community with the same Chantilly mailing address and ZIP codes, lies across the line in Loudoun County. Knowing which county the house is in is the first step for any home renovation contractor in Chantilly.

Blackline Builders is based in Manassas. For Chantilly and South Riding homes, basement finishing, additions, kitchens and in-law suites come first, with patios and decks alongside.
Building in Chantilly
Two counties, two permit offices. On the Fairfax side, the county's Land Development Services issues permits, and kitchen renovations, finished basements and new bedrooms all need one. In South Riding, building and zoning permits come from Loudoun County's Department of Building and Development. Drawings, inspections and zoning rules follow the county, not the mailing address.
South Riding reviews the lot. The South Riding Declaration says no addition, alteration, improvement or change of grade may be made to a lot without prior written approval from its Covenants Committee. Even paint colors, storm doors and landscaping upgrades need approval. Pools, major additions, complete renovations and rebuilds get additional review, and projects such as pools, major additions and tear-down rebuilds go to an independent consultant before the Community Standards Committee takes them up.
Stream rules differ by county. Fairfax County is covered by the Chesapeake Bay Preservation Act, so its Resource Protection Areas, reaching 100 feet from perennial streams and connected wetlands, apply on the Chantilly side. Loudoun County is not on that list; its own river and stream corridor standards govern building near water there.
Airport noise on the Loudoun side. New additions inside the Ldn 60 to 65 noise area of Loudoun County's Airport Impact Overlay District, near Dulles, need acoustical treatment. Parcels near the airport may fall within it, and the county's interactive map shows each property's designation.
Sully. Richard Bland Lee began building Sully in 1793, and in 1958 the Federal Aviation Administration condemned half the property for Dulles Airport. The house, now a Park Authority museum, gives its name to a Fairfax County historic overlay district, where work needing a building permit clears the county Architectural Review Board first.
What we build in Chantilly
- Basement finishing and remodels, permitted through whichever county holds the lot.
- Home additions, with South Riding's committee review or Loudoun's noise overlay checked where they apply.
- Kitchen renovations that open a layout or move plumbing and gas.
- In-law and multigenerational suites, planned to Fairfax County's accessory living unit rules on the Fairfax side and to Loudoun's zoning in South Riding.
- Concrete patios, walkways and steps, with any change of grade in South Riding submitted for approval first.
- Decks and patios, sited around stream buffers on the Fairfax side.
Communities in and around Chantilly
South Riding. A planned community in Loudoun County whose association, South Riding Proprietary, was established in 1995. Its exterior modification process reaches additions, alterations, improvements and changes of grade, down to paint colors, so we prepare the application and the county permit together.
Chantilly, Fairfax side. Unincorporated Fairfax County, with county permits, county zoning and, near Sully, a historic overlay district.
How a Chantilly project comes together
We begin by confirming the county and any association from the property records, then visit the house. From there we list what applies: county permits, an association application, an overlay or buffer check, and for an in-law suite, a zoning permit. Design and selections follow; the proposal is priced from what the visit found.

Common questions about Chantilly projects
Loudoun County. South Riding is in Loudoun, even though its homes use Chantilly addresses, so Loudoun's Department of Building and Development issues building and zoning permits there. South Riding Proprietary's approval is a separate step for exterior changes.
On the Fairfax side, yes, if it meets the county's standards. Fairfax County can approve an accessory living unit inside a single-family detached house by administrative permit. The unit connects to the house through finished, conditioned space, is limited to 800 square feet or 40 percent of the house, whichever is less, and has no more than two bedrooms. The owner must live in the house or the unit, one extra parking space is needed, and the permit is recorded in the land records. Fairfax County is considering changes to these rules, so we confirm the standards in force when design begins.
Yes. The Declaration requires prior written approval for any addition, alteration, improvement or change of grade on a lot. Major additions receive extra review by an independent consultant before the Community Standards Committee decides.
Only properties inside its boundary, which the county shows on an aerial map of the district. For those lots, the Architectural Review Board's approval comes before any building permit.
